Section 7 of the Natural Gas Act ( 15 U.S.C. 717f ) is amended by adding at the end the following: The holder of a certificate of public convenience and necessity shall execute the project covered by the certificate only for the purposes that were— expressly described in the application for the certificate; and communicated to— the Commission; the persons that received a notice of the application for the certificate under subsection (d); and the public. .
