Section 3 of the Natural Gas Act ( 15 U.S.C. 717b ) is amended by adding at the end the following: In determining whether a proposed exportation of natural gas is consistent with the public interest under subsection (a), the Commission, and any other Federal agency that may be involved in the determination, shall not make a presumption that the exportation is consistent with the public interest. .
