Not later than 1 year after the date of enactment of this Act, the Secretary and the Secretary of Agriculture shall jointly promulgate regulations to implement this Act and the amendments made by this Act. The funds made available pursuant to subsection (q)(9) of section 17 of the Mineral Leasing Act ( 30 U.S.C. 226 ) (as added by section 101(a)) shall be disbursed and expended in accordance with applicable interim guidance pending completion of the rulemaking required under subsection (a).
