Congress declares that it is the policy of the United States that— pursuant to this title and the amendments made by this title, the Secretary, and the Secretary of Agriculture with respect to National Forest System land, should— require the posting by holders of oil or gas leases under the Mineral Leasing Act ( 30 U.S.C. 181 et seq.) or the Mineral Leasing Act for Acquired Lands ( 30 U.S.C. 351 et seq.) of financial assurances that are sufficient to pay for the actual costs of remediating, reclaiming, and closing onshore oil and gas wells, well sites, and lease tracts; and implement a system of tracking and reviewing the financial assurances described in subparagraph
(A)that ensures ongoing adequacy and public transparency; in ensuring robust onshore oil and gas financial assurances under paragraph (1), the Secretary and the Secretary of Agriculture will— better protect the land, water, and other resources of the United States; and reduce the financial risks to taxpayers of paying for inadequately reclaimed onshore oil and gas wells and lease tracts; and in administering this title and the amendments made by this title, the Secretary, and the Secretary of Agriculture with respect to National Forest System land, should ensure that the actions of the applicable Secretary— are in accordance with the goals of multiple-use management; and will benefit the fiscal interests of the United States.
