It is the sense of Congress that the United States Trade Representative must proactively and independently investigate practices of countries that are trading partners of the United States in order to identify and address violations of trade agreements and other practices that have systemic, diffuse impacts on the economy and workers of the United States. Section 141 of the Trade Act of 1974 ( 19 U.S.C. 2171 ) is amended by adding at the end the following: There is established in the Office of the United States Trade Representative a Special Investigations Unit, which shall report to the general counsel of the Office.
The Special Investigations Unit shall be responsible for investigating— potential violations of trade agreements to which the United States is a party; and other acts, policies, or practices of a foreign government that are unjustifiable, unreasonable, or discriminatory and burden or restrict United States commerce as described in section 301. The Special Investigations Unit shall prioritize investigations under subparagraph
