Sec. 247. Engagement in regional and international organizations in Latin America and the Caribbean

In this section, the term appropriate committees of Congress means— the Committee on Foreign Relations of the Senate; the Select Committee on Intelligence of the Senate; the Committee on Appropriations of the Senate; the Committee on Foreign Affairs of the House of Representatives; the Permanent Select Committee on Intelligence of the House of Representatives; and the Committee on Appropriations of the House of Representatives. Not later than 90 days after the date of the enactment of this Act, the Secretary of State, working through the Assistant Secretary of State for Intelligence and Research, and in coordination with the Director of National Intelligence and the Director of the Central Intelligence Agency, shall submit a report to the appropriate committees of Congress that assesses the nature, intent, and impact to United States strategic interests of Chinese diplomatic activity aimed at influencing the decisions, procedures, and programs of multilateral organizations in Latin America and the Caribbean, including the World Bank, International Monetary Fund, Organization of American States, and the Inter-American Development Bank.
The report required under paragraph
(1)shall be submitted in unclassified form and shall include classified annexes. Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in coordination with the United States Permanent Representative to the Organization of American States, the United States Executive Director to the Inter-American Development Bank, and the United States Executive Directors at multilateral development banks with programs in Latin America and the Caribbean, shall submit a strategy to Congress that— addresses the challenges to United States national security identified in the report required under subsection (b); and advances the objectives established in the strategy required under section 246(a).
