The Secretary of State, acting through the Assistant Secretary of State for Democracy, Human Rights, and Labor and in coordination with the Administrator of the United States Agency for International Development, shall establish a fund that will support civil society nongovernmental organizations and think tanks to document, research, publish, and run local campaigns around Chinese Communist Party and Chinese government operations outside of mainland China that pertain to— international human rights; democracy; good governance; labor; the environment; and anti-corruption.
There is authorized to be appropriated, for each of fiscal years 2021 through 2025, such sums as may be necessary for this fund.
