Sec. 140. Comparative analysis of Chinese and United States investments in research and manufacturing in areas critical to the national defense strategy

The Secretary of Defense shall conduct a comparative assessment of the budgets and investment programs in each critical technology area supporting the National Defense Strategy of the United States and the People’s Republic of China and provide to the congressional defense committees, not later than 180 days after the date of the enactment of this Act, a report on the assessment, in both classified and unclassified form as necessary. The assessment and report required under subsection
(a)shall include the following elements: A comparison of investment levels in research and relevant testing and research infrastructure, manufacturing, prototyping, and procurement by government and any relevant private sector organization. A comparative assessment of capabilities of national security systems likely to be in use within the next 10 years.
