There is established within the Executive Office of the President the position of 5G Policy Coordinator. The 5G Policy Coordinator shall oversee the coordination of United States Government efforts to ensure the development of a safe, secure, open, stable, and interoperable 5G environment globally. An individual appointed as 5G Policy Coordinator shall have demonstrated competency in the following fields: Telecommunications and other relevant technological fields. Cybersecurity.
International diplomacy. The duties of the 5G Policy Coordinator shall include developing and leading, in coordination with the Secretary of State and the Secretary of Commerce, a strategy for engagement with like-minded allies and partners on— securing a 5G environment that is free, stable, open, secure, and interoperable; opportunities for mutually beneficial engagement on 5G issues; efforts at countering the spread of the use of information and communications technology products and services to surveil, repress, and manipulate populations (also known as digital authoritarianism ); and promoting governance norms within international standard-setting bodies that align with values of the United States and like-minded allies and partners for a free and open internet.
The 5G Policy Coordinator shall report directly to the National Security Advisor to the President of the United States. Nothing in this section shall be construed to affect the authority or jurisdiction of the Federal Communications Commission or confer upon the President, the 5G Policy Coordinator, or any other executive branch agency the power to direct the actions of the Commission, whether directly or indirectly.
