Sec. 103. United States-Afghanistan Working Group on Russia

The Secretary of State shall seek to establish a United States-Afghanistan Working Group to address threats posed by the Russian Federation to security in Afghanistan. The United States-Afghanistan Working Group should include high-level representatives from the United States and Afghanistan as appropriate to jointly assess the threat posed by Russian aggression in Afghanistan. The working group required to be established under subsection
(a)shall meet not less than four times per year. There is authorized to be appropriated to the Secretary of State $5,000,000 for each of fiscal years 2021 through 2026 to carry out the activities described in this section.
