The Secretary of Housing and Urban Development, in coordination with each State housing finance agency that participates in the Interagency Physical Inspection Alignment Initiative, shall solicit public comment on the costs and benefits of conducting water audits in conjunction with inspections of multifamily properties by the Real Estate Assessment Center. Not later than 180 days after the date on which the period for public comment under subsection
(a)ends, the Secretary of Housing and Urban Development and each State housing finance agency described in that subsection shall submit to Congress a report describing the actions carried out, if any, to conduct water audits as described in that subsection.
