The remaining unobligated balances of funds as of September 30, 2020, from amounts provided under the heading Department of Transportation—Office of the Secretary—National Infrastructure Investments in title I of division L of the Consolidated Appropriations Act, 2018 ( Public Law 115–141 ), are hereby permanently rescinded, and an amount of additional new budget authority equivalent to the amount rescinded is hereby appropriated on September 30, 2020, to remain available until September 30, 2021, in addition to other funds as may be available for such purposes, and shall be available, without additional competition, for completing the funding of awards made pursuant to the fiscal year 2018 National Infrastructure Investment grants (also known as the Better Utilizing Investments to Leverage Development, or BUILD grants): , That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
