The authority of section 5523 of title 5, United States Code, may be exercised by the Secretary of State and the heads of other Federal agencies for employees that are authorized to receive payments of monetary amounts and other allowances under such section, without regard to the time limitations referenced therein, in connection with authorized or ordered departures from foreign areas that are necessary to prevent, prepare for, and respond to coronavirus: , That the authority under this section shall be available beginning on July 21, 2020: Provided , That the authority under this section shall expire on September 30, 2021.
