Section 31(b) of the Small Business Act ( 15 U.S.C. 657a(b) ) is amended— in paragraph (1)— in subparagraph (F), by striking or at the end; in subparagraph (G), by striking the period at the end and inserting ; or ; and by adding at the end the following: qualified coal community areas. ; and in paragraph (3), by adding at the end the following: The term qualified coal community area — means a community— with a coal power plant or coal mine that closed; and that, following the closure, experienced— an increase in unemployment or poverty; or a decrease in the median income of the community; and includes any area within a 50-mile radius of the closed coal power plant or coal mine.
A community may only be considered a qualified coal community area during the 5-year period beginning on the date on which the coal power plant or coal mine closed. .
