No action to terminate or withdraw the United States from any covered international agreement may occur unless— the Secretary of Defense and the Secretary of State, or the Secretary of Health and Human Services in the case of the Constitution of the World Health Organization, meet the requirements under section 6; and there is enacted into law a joint resolution that approves such action.
