Subpart 7 of part C of title IV of the Public Health Service Act ( 42 U.S.C. 285g et seq.) is amended by adding at the end the following: The Secretary, acting through the Director of the National Institutes of Health, shall establish a National Maternal Health Research Network (referred to in this section as the Network ), to more effectively support innovative research to reduce maternal mortality and promote maternal health. The Secretary, acting through the Network, may carry out activities to support mechanistic, translational, clinical, behavioral, or epidemiologic research, as well as community-informed research on structural risk factors to address unmet maternal health research needs specific to the underlying causes of maternal mortality and severe maternal morbidity and their treatment.
Such activities should be focused on optimizing improved diagnostics and clinical treatments, improving health outcomes, and reducing inequities. In carrying out this section, the Secretary may utilize or coordinate with the Maternal Fetal Medicine Units Network and the Obstetric-Fetal Pharmacology Research Centers Network. Amounts appropriated to carry out this section may be used to support the Network for activities related to maternal mortality or severe maternal morbidity that lead to potential therapies or clinical practices that will improve maternal health outcomes and reduce inequities.
Amounts provided to such Network shall be used to supplement, and not supplant, other funding provided to such Network for such activities. To carry out this section, there is authorized to be appropriated $50,000,000 for each of fiscal years 2021 through 2025. .
