Section 708 of the Controlled Substances Act ( 21 U.S.C. 903 ) is amended— by striking No provision and inserting the following: Except as provided in subsection (b), no provision ; and by adding at the end the following: Notwithstanding any other provision of law, the provisions of this title relating to marihuana shall not apply to any person acting in compliance with State law or the law of the Indian tribe that has jurisdiction over the Indian country, as defined in section 1151 of title 18, United States Code, where the conduct occurs relating to— the production, possession, distribution, dispensation, administration, laboratory testing, or delivery of marihuana; or the provision of ancillary services related to the activities described in paragraph (1), such as legal representation, payment processing, advertising, security services, scientific and safety testing, or property leasing. .
