Section 6001 of the Omnibus Public Land Management Act of 2009 ( 16 U.S.C. 1015 ) is amended— by redesignating paragraphs
(2)through
(6)as paragraphs
(3)through (7), respectively; by inserting after paragraph
(1)the following: The term disadvantaged community means a community (including a city, town, county, or reasonably isolated and divisible segment of a larger municipality) with an annual median household income that is less than 100 percent of the statewide annual median household income for the State in which the community is located, according to the most recent decennial census. ; in paragraph (6)(B)(i) (as so redesignated)— in subclause (VIII), by striking and at the end; in subclause (IX), by adding and after the semicolon at the end; and by adding at the end the following: disadvantaged communities; ; and in paragraph
(7)(as so redesignated)— in subparagraph (D), by striking or at the end; by redesignating subparagraph
(E)as subparagraph (F); and by inserting after subparagraph
(D)the following: generates environmental benefits, such as benefits to fisheries, wildlife, and aquatic habitat; or . Section 6002 of the Omnibus Public Lands Management Act ( 16 U.S.C. 1015a ) is amended— by striking subsection
(b)and inserting the following: Not later than March 30, 2021, the Secretary shall update— the application process for the program; and in consultation with the States, the prioritization and eligibility criteria for considering applications submitted in accordance with the application process. ; and by striking subsection
(g)and inserting the following: There are authorized to be appropriated to carry out this section— $20,000,000 for each of fiscal years 2012 through 2020; and $40,000,000 for each of fiscal years 2021 through 2024. .
