The Secretary of Education shall ensure that, in order for a State to receive any portion of amounts made available under this Act or the amendments made by this Act for elementary education, secondary education, or early childhood education, the State shall provide an assurance to the Secretary that all children with disabilities, as defined in section 602 of the Individuals with Disabilities Education Act ( 20 U.S.C. 1401 ), are afforded their full rights under— the Individuals with Disabilities Education Act, including all rights and services outlined in individualized education programs (as defined in section 614(d) of such Act ( 20 U.S.C. 1414(d) ) and individualized family service plans (as described in section 636 of such Act ( 20 U.S.C. 1436 )); and section 504 of the Rehabilitation Act of 1973 ( 29 U.S.C. 794 ).
