Section 103(b)(3) of the Communications Assistance for Law Enforcement Act ( 47 U.S.C. 1002(b)(3) ) is amended— by striking , or ensuring the government’s ability to decrypt, ; by striking the encryption was provided and inserting the means of encryption or other encoding was implemented by or facilitated ; and by striking and the carrier possesses the information necessary to decrypt the communication .
