Section 4811 of the Atomic Energy Defense Act ( 50 U.S.C. 2791 ) is amended to read as follows: The directors of the national security laboratories and the nuclear weapons production facilities are authorized to carry out laboratory- or production facility-directed research and development. The Administrator shall prescribe regulations for the conduct of laboratory- or production facility-directed research and development at the national security laboratories and the nuclear weapons production facilities.
Of the funds provided by the Administration to a national security laboratory or nuclear weapons production facility for national security activities, the Administrator shall provide a specific amount, of not less than 5 percent and not more than 7 percent of such funds, to be used by the laboratory or facility for laboratory- or production facility-directed research and development. In this section, the term laboratory- or production facility-directed research and development means research and development work of a creative and innovative nature which, under the regulations prescribed pursuant to subsection (b), is selected by the director of a national security laboratory or nuclear weapons production facility for the purpose of maintaining the vitality of the laboratory or facility in defense-related scientific disciplines. .
The table of contents for the Atomic Energy Defense Act is amended by striking the item relating to section 4811 and inserting the following new item: Sec. 4811. Laboratory- or production facility-directed research and development programs. .
