Section 181(d)(3) of title 10, United States Code, is amended— in the heading, by inserting after and Vice Chief of the National Guard Bureau ; of Staff by striking of the Chiefs of Staff and inserting of— the Chiefs of Staff ; by striking the period at the end and inserting ; and ; and by adding at the end the following new subparagraph: the Vice Chief of the National Guard Bureau when matters involving non-Federalized National Guard capabilities in support of homeland defense or civil support missions are under consideration by the Council. .
