The headquarters building of the Engineer Research and Development Center of the Corps of Engineers located at 3909 Halls Ferry Road in Vicksburg, Mississippi, shall be known and designated as the Thad Cochran Headquarters Building . Any reference in a law, map, regulation, document, paper, or other record of the United States to the building referred to in subsection
(a)shall be deemed to be a reference to the Thad Cochran Headquarters Building .
