Sec. 1232. Prohibition on availability of funds relating to sovereignty of the Russian Federation over Crimea

None of the funds authorized to be appropriated by this Act for fiscal year 2021 for the Department of Defense may be obligated or expended to, and the Department may not, implement any activity that recognizes the sovereignty of the Russian Federation over Crimea. The Secretary of Defense, with the concurrence of the Secretary of State, may waive the prohibition under subsection
(a)if the Secretary of Defense— determines that a waiver is in the national security interest of the United States; and on the date on which the waiver is invoked, submits a notification of the waiver and a justification of the reason for seeking the waiver to— the Committee on Armed Services and the Committee on Foreign Relations of the Senate; and the Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives.
