Subsection (b)(6) of section 2576a of title 10, United States Code, is amended by inserting before the period at the end the following: , including respect for the rights of citizens under the Constitution of the United States and de-escalation of force . Such section is further amended— by redesignating subsections
(e)and
(f)as subsections
(f)and (g), respectively; and by inserting after subsection
(d)the following new subsection (e): The Secretary may not transfer to a Tribal, State, or local law enforcement agency under this section the following: Bayonets. Grenades (other than stun and flash-bang grenades). Weaponized tracked combat vehicles. Weaponized drones. .
