Section 51301(c) of title 46, United States Code, is amended— by redesignating paragraphs
(1)through
(3)as paragraphs
(2)through (4), respectively; by inserting before paragraph (2), as so redesignated, the following: It is the sense of Congress that, due to the unique mission of the United States Merchant Marine Academy, it is highly desirable that the Superintendent of the Academy be a graduate of the Academy in good standing and have attained an unlimited merchant marine officer's license. ; and in paragraph (3), as so redesignated— in subparagraph (A)(i), by inserting after attained the following: the rank of Captain, Chief Mate, or Chief Engineer in the merchant marine of the United States, or ; and in subparagraphs (B)(i)(I) and (C)(i), by inserting merchant marine, before Navy, .
