For an additional amount for Payments to States for the Child Care and Development Block Grant , $50,000,000,000, to remain available until September 30, 2021, for necessary expenses to carry out the Child Care Stabilization Fund grants program, as authorized by section 2 of this Act: , That such funds shall be available without regard to the requirements in subparagraphs
(C)through
(E)of section 658E(c)(3) or section 658G of the Child Care and Development Block Grant Act of 1990: Provided , That funds appropriated under this heading in this Act may be made available to restore amounts, either directly or through reimbursement, for obligations incurred prior to the date of enactment of this Act for the purposes provided in this Act: Provided further , That such amount is designated by Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 and shall be available only if the President subsequently so designates such amount and transmits such designation to Congress.
