The administration of this Act, including the promulgation of regulations to carry out this Act, shall be without regard to— the notice and comment provisions of section 553 of title 5, United States Code; and chapter 35 of title 44, United States Code. The authorities in this Act are in addition to other authorities of, and amounts administered by, the Secretary.
