This Act shall apply beginning on the date that is 30 days after the date of enactment of this Act. Nothing in subsection
(a)affects— the authority of any person to take an action expressly required by a provision of this Act before the effective date described in such subsection; or the authority of the Commission to promulgate regulations to implement this Act or begin a rulemaking to promulgate such regulations.
