Congress finds that— public land administered by the Bureau of Land Management in the County contains unique and spectacular natural, cultural, and historical resources, including— priceless habitat for numerous species of plants and wildlife; thousands of acres of land that remain in a natural state; and numerous sites containing significant cultural and historical artifacts; and continued preservation of the public land would benefit the County and all of the United States by— ensuring the conservation of ecologically diverse habitat; protecting prehistoric cultural resources; conserving primitive recreational resources; and protecting air and water quality.
