Chapter 1 of part I of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2151 et seq.) is amended— in section 104(c)(1) ( 22 U.S.C. 2151b(c)(1) ), by inserting (emphasizing health systems strengthening, as appropriate) after health services ; in section 104A ( 22 U.S.C. 2151b–2 )— in subsection (b)(3)(D), by striking including health care systems, under other international donor support and inserting including through support for health systems strengthening, under other donor support ; and in subsection (f)(3)(Q), by inserting the Office of the United States Global AIDS Coordinator, partner countries, and the Global Fund to Fight AIDS, Tuberculosis, and Malaria to ensure that their actions support the activities taken to strengthen the overall health systems in recipient countries, and efforts by after efforts by ; and in section 104B(g)(2) ( 22 U.S.C. 2151b–3(g)(2) ), by inserting strengthening the health system of the country and after contribute to .
Section 204(a) of the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 ( 22 U.S.C. 7623(a) ) is amended— in paragraph (1)(A), by inserting , in the context of plans to strengthen overall health systems before the semicolon; and in paragraph (2)(C), by inserting as part of a strategy to improve overall health before the semicolon at the end.
