Section 4(b)(2)(A)(ii) of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2671(b)(2)(A)(ii) ) is amended by inserting before the semicolon at the end the following: : . Provided , that the Secretary of State may pay expenses related to the evacuation of private United States nationals abroad, and third-country nationals connected to such persons, on a non-reimbursable basis in connection with the response to COVID–19 or other situations when it is in the national interest, taking into consideration the financial need of each such individual
