Section 221 of the Federal Water Pollution Control Act ( 33 U.S.C. 1301 ) is amended— in subsection (a)(1) — in subparagraph (A), by striking and at the end; by redesignating subparagraph
(B)as subparagraph (C); and by inserting after subparagraph
(A)the following: notification systems to inform the public of combined sewer or sanitary overflows that result in sewage being released into rivers and other waters; and ; and in subsection (f)— in paragraph (1)— by striking There is and inserting There are ; by striking the period at the end and inserting ; and ; by striking this section $225,000,000 and inserting the following: this section— $225,000,000 ; and by adding at the end the following: $250,000,000 for each of fiscal years 2021 and 2022. ; and in paragraph (2)— by striking To the extent and inserting the following: To the extent ; and by adding at the end the following: In this subparagraph, the term rural area means a city, town, or unincorporated area that has a population of not more than 10,000 inhabitants. To the extent there are sufficient eligible project applications, the Administrator shall ensure that a State uses not less than 15 percent of the amount of the grants made to the State under subsection
(a)in a fiscal year to carry out projects in rural areas for the purpose of planning, design, and construction of— treatment works to intercept, transport, control, treat, or reuse municipal sewer overflows, sanitary sewer overflows, or stormwater; or any other measures to manage, reduce, treat, or recapture stormwater or subsurface drainage water eligible for assistance under section 603(c). .
