The Secretary shall assist the State of Oregon in the implementation of the reallocation of water within the Willamette Basin, including the development of instream flow targets and facilitation of the conversion of Willamette Valley Project stored water to instream water rights to ensure fish and wildlife benefits, as required by the biological opinion for the Willamette Basin Review issued by the National Marine Fisheries Service on June 28, 2019. There is authorized to be appropriated to carry out this section $2,000,000, to remain available until expended.
