The Secretary shall prioritize and expedite, in coordination with State and local authorities, the completion of maintenance and repair activities to levee systems that are— operated and maintained by the Secretary; and in the Upper Snake River Basin. Nothing in this section modifies or waives the responsibility of the Secretary to comply with any applicable Federal law in carrying out this section.
