Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report that sets for the determination of the Secretary with respect to whether the forced labor experienced by Uyghurs, Kazakhs, Kyrgyz, and members of other Muslim minority groups in the Xinjiang Uyghur Autonomous Region of the People's Republic of China is systematic and widespread and therefore constitutes an atrocity within the meaning of section 6 of the Elie Wiesel Genocide and Atrocities Prevention Act of 2018 ( Public Law 115–441 ; 22 U.S.C. 2656 note).
The report required by subsection (a)— shall be submitted in unclassified form, but may include a classified annex, if necessary; and may be submitted with the report required by section 7.
