In this section, the term consolidated plan means a comprehensive housing affordability strategy and community development plan required under part 91 of title 24, Code of Federal Regulations, or any successor regulation. The Secretary shall issue regulations that require that each grantee that is required to submit a consolidated plan shall include, to the greatest extent practicable, actionable plans to incorporate and preserve in the overall affordable housing stock— modular housing constructed in accordance with State, local, or regional site-built building codes; single room occupancy units; emergency shelters, including dwelling units under 400 square feet and supportive tiny housing villages; shared equity homes, including community land trusts; and cooperative housing ownership models.
