Section 1 of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2651a ) is amended— by redesignating subsection
(g)as subsection (h); and by inserting after subsection
(f)the following new subsection: There shall be established within the Department of State in the immediate office of the Secretary of State an Office of the Chief Diversity Officer. The head of the Office of the Chief Diversity Officer shall report directly to the Secretary. The Office of the Chief Diversity Officer shall— lead the development and implementation of proactive diversity, equity, and inclusion initiatives in support of the Department’s strategic plan to create a culture for equity, diversity, and inclusion; collaborate with other Department offices and bureaus to support them in assessing potential barriers and developing strategies to recruit and retain a diverse workforce; assess the Department’s need for, and recommend training initiatives on, cultural competency, gender differences, disability, sexual harassment, and other topics designed to increase awareness and support of equity and inclusion values; and ensure the Department maintains compliance with all relevant and applicable laws and regulations. .
