The Older Americans Act of 1965 ( 42 U.S.C. 3001 et seq.) is amended— in section 503(a)(4)(C) ( 42 U.S.C. 3056a(a)(4)(C) )— in clause (iii), by striking and at the end; in clause (iv), by adding and at the end; and by adding at the end the following: eligible individuals who are offenders; ; in section 514(e)(1) ( 42 U.S.C. 3056l(e)(1) ), by inserting eligible individuals who are offenders, after need, ; and in section 518 ( 42 U.S.C. 3056p )— in subsection (a)(3)(B)(ii)— in clause (IV), by striking or at the end; in clause (V), by striking the period at the end and inserting ; or ; and by adding at the end the following: are offenders. ; in subsection (a), by adding at the end the following:
The term offender means an eligible individual— who is or has been subject to any stage of the criminal justice process, and for whom services under this title may be beneficial; or who requires assistance in overcoming artificial barriers to employment resulting from a record of arrest or conviction. ; and in subsection (b)(2)— in subparagraph (F), by striking or at the end; in subparagraph (G), by striking the period at the end and inserting ; or ; and by adding at the end the following: is an offender. .
The Secretary of Labor shall implement the amendments made by this section not later than 12 months after the date of enactment of this Act.
