The Secretary of State shall use existing refugee processing mechanisms in Iraq and in other countries, as appropriate, in the region in which— aliens described in section 307(a) may apply and interview for admission to the United States as refugees; and aliens described in section 308(b) may apply and interview for admission to the United States as special immigrants.
