The President, in consultation with the Secretary of State, the Secretary of Defense, the Administrator of the United States Agency for International Development, and the Chairmen and Ranking Members of the appropriate congressional committees, should consider appointing a Special Envoy for Libya. The Special Envoy should coordinate with foreign officials from the countries listed in section 102(a)(1) who are working on their governments’ Libya policy, the European Union, the United Nations, and other relevant multilateral organizations to advance a sustainable diplomatic solution to the conflict in Libya.
The position of Special Envoy should remain filled until such time as a diplomatic solution to the conflict in Libya is reached.
