Sec. 302. Support for democratic governance, elections, and democratic civil society

The Secretary of State, in coordination with the Administrator of the United States Agency for International Development, shall— work to help the people of Libya and a future Libyan government unify Libyan financial and governing institutions to deliver tangible results that improve the lives of the Libyan people; work to ensure transparent, credible, and inclusive future elections in Libya, including through supporting electoral security and domestic and international election observation and by providing related training and technical assistance to institutions with election-related responsibilities; and work with nongovernmental organizations— to strengthen democratic governance and institutions, support decentralization, and give the public a stronger voice in their government; to increase public and stakeholder confidence in Libya’s electoral system; to defend internationally recognized human rights for the people of Libya, including support for efforts to document crimes against humanity and violations of human rights; to combat corruption and improve the transparency and accountability of government institutions; and to support the efforts of state and independent media outlets to broadcast, distribute, and share accurate and reliable news and information with the people of Libya.
Not later than 45 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Administrator of the United States Agency for International Development, shall submit to the appropriate congressional committees a strategy to carry out the activities described in subsection (a). The strategy shall be updated, including with benchmarks of progress made to date, and resubmitted to the appropriate congressional committees not later than 15 days after the scheduling of credible presidential and parliamentary elections in Libya.
In this subsection, the term appropriate congressional committees means— the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives. There is authorized to be appropriated to the Secretary of State $23,000,000 for each of fiscal years 2020 through 2024 to carry out subsection (a). Any expenditure of amounts made available to carry out subsection
(a)shall be subject to the notification requirements applicable to— expenditures from the Economic Support Fund under section 531(c) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2346(c) ); and expenditures from the Development Assistance Fund under section 653(a) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2413(a) ).
