It is the sense of Congress that the Small Spacecraft Technology Program is important for conducting science and technology validation for— short- and long-duration missions in low-Earth orbit; and deep space missions. In carrying out the Small Spacecraft Technology Program, the Administrator shall, as the mission risk posture and technology development objectives allow, accommodate science payloads that further the goal of long-term human exploration to the Moon and Mars.
