The Administrator shall continue to procure dedicated launch services for small satellites, including CubeSats, for the purpose of conducting science and technology missions that further the goals of NASA. In carrying out the program under subsection (a), the Administrator shall— engage with the academic community to maximize awareness and use of dedicated small satellite launch opportunities; and to the maximum extent practicable, use a secondary payload of procured launch services for CubeSats.
