Section 5707(b) of title 5, United States Code, is amended— by striking paragraph (1); by redesignating paragraph
(2)as paragraph (1); and by adding at the end the following: As part of each report submitted under paragraph (1)(C), the Administrator shall conduct an investigation of the cost of travel and the operation of privately owned airplanes and privately owned motorcycles by employees while engaged on official business. In conducting each investigation required under subparagraph (A), the Administrator shall review and analyze, among other factors— depreciation of original vehicle cost; gasoline and oil (excluding taxes); maintenance, accessories, parts, and tires; insurance; and State and Federal taxes. . Section 3177(a)(4) of title 40, United States Code, is amended, in the matter preceding subparagraph (A), by striking The Administrator and inserting If the Administrator establishes the program under subsection (a)(1), the Administrator .
