Section 1105(a) of title 31, United States Code, is amended by adding at the end the following: a separate volume for proposals relating to each portfolio for the relevant fiscal year described in paragraph (7)(B) of section 202(e) of the Congressional Budget Act of 1974 ( 2 U.S.C. 602(e) ), which shall include justifications for any change to a Government activity or function. .
