The Administrator may promulgate such regulations as are necessary to carry out the functions of the Administrator under this Act. The Administrator may delegate to any officer or employee of the Environmental Protection Agency such of the powers and duties of the Administrator under this Act as the Administrator determines to be appropriate. Sections 113, 114, 304, and 307 of the Clean Air Act ( 42 U.S.C. 7413 , 7414, 7604, 7607) shall apply to this Act and any regulations promulgated by the Administrator pursuant to this Act as though this Act were expressly included in each of those sections, as applicable, and the requirements of this Act were part of that Act ( 42 U.S.C. 7401 et seq.).
On issuance of a final rule under section 6(c) for the production and consumption of regulated substances, notwithstanding any other provision of law, the Administrator shall have no authority to regulate the production or consumption of regulated substances under section 614(b) of the Clean Air Act ( 42 U.S.C. 7671m(b) ).
