The restriction under section 108, the requirement under section 109, and the sanctions imposed under sections 302 and 303, shall terminate if the President determines and submits to the appropriate congressional committees a finding that— Turkey has halted attacks against the Syrian Democratic Forces, Kurdish and Arab civilians, and other religious and ethnic minority communities in Northeast Syria; Turkish forces not involved in coordinated operations with NATO allies or the Global Coalition to Defeat ISIS have withdrawn from Northeast Syria; and Turkey is not hindering counterterrorism operations against ISIS.
Financial sanctions imposed under section 304 shall terminate if the President determines and submits to the appropriate congressional committees the finding described in subsection (a)(1).
