Not later than 90 days after the date of enactment of this Act, the Secretary of Homeland Security shall submit an expenditure plan for the amounts made available for U.S. Customs and Border Protection—Procurement, Construction, and Improvements to the Committees on Appropriations of the Senate and the House of Representatives: , That no such amounts may be obligated prior to the submission of such plan.
