Not later than 4 years after the date of enactment of this Act, the Director shall submit a report to Congress that includes— a description and evaluation of the status and usage of policies implemented pursuant to section 3 at all Federal science agencies, including any recommendations for revising or expanding such policies; with respect to efforts to minimize the effects of implicit bias in the review of extramural and intramural Federal research grants under section 5— what steps all Federal science agencies have taken to implement policies and practices to minimize such effects; a description of any significant updates to the policies for review of Federal research grants required under such section; and any evidence of the impact of such policies on the review or awarding of Federal research grants; and a description and evaluation of the status of institution of higher education and Federal laboratory policies and practices required under section 7(a), including any recommendations for revising or expanding such policies.
